Severe chronic neck pain

Hello I am a 38 year old female who is suffering with severe neck pain. In 2003 I was in a bad car accident where I was ejected and along with breaking my hips pelvis every bone in my right arm ankle and both knees and nose I fractured C5 through C7 of my cervical spine. Around 2009 I had a cervical fusion done after living with the years of pain and sciatica and radiculopathy steaming from my neck down my shoulders into my arms hands legs and feet causing severe numbness. For about 2 years after that the numbness went away and I felt like I was getting back to normal. Around 2013 the pain came back again started pain management and had a series of cervical nerve blocks and epidurals done all of which only lasted a couple of months each time. After being dismissed from my pain management because I chose to smoke marijuana which helped significantly they would no longer prescribe the other medications that helped. I was at a point of desperation and am at that point of desperation now. Marijuana does help significantly but it's not a long-term medication and I cannot get care from doctors if I test positive so I am at my Wit's End and have to quit smoking it in order to get some more in-depth treatment. I recently had surgery on my stomach and was in bed for 4 weeks laying flat on my back which triggered severe neck pain to come back with a vengeance. I can barely turn from side to side without moving my whole body and the pain is so excruciating that it makes me nauseous to the point of vomiting heat works but I have a issue rare every time I use heat I burn my skin because I feel like I can't get it in there quite deep enough I've tried everything over the counter exercise yoga you name it I've done it. In 2012 I was told by a neurologist that the cervical fusion I had done in 2009 for see through 7 never properly fused and that he would have to go in and do another Fusion but there was only a 50% chance that it would work. I opted not to have the surgery as the healing process from the first one was horrible and I don't want to put myself through a surgery that may or may not work with only a 50% success rate. I do understand that I'm going to have to live with paying for the rest of my life but is there any suggestions anyone has that I can use this last bout of pain has been going on for 3 weeks I cannot sleep I can barely eat and I am really really suffering
