Fingers both hands falling asleep 9 months after surgery

I had major neck surgery in Aug 2017. C2/3 thru L/1 fusion I have 12 screws a cage and rods in my neck. During surgery my C5 caused my left arm to be impinged. I have permanent nerve damage which causes my muscles to not act correctly. My m option in neck is limited. My arm I can't lift higher then chest u less I help with right hand. My issue is 9 months later I am starting to feel tingling in fingers and hands are falling asleep. It's scary. Neuro after discharging you says it's my regular Dr's issues know. How is that? But I need to know w is this normal or should I have it checked out.
