foraminotomy?

I had L3,4,5 laminectomy in 2004. Last neurosurgeon recommended 3 level fusion anterior, then posterior complete - with only 50% chance of improvement, Pain management doc has observed bone growth possibly constricting the nerve root on the L3 right side. Really struggling to find the right surgeon for a 3rd opinion. Reading about foraminotomy on this site - sounds like something worth further research. Pain doc warns that removing bone in this area may accelerate bone regrowth in future. Any other ideas much appreciated,
