Second fusion surgery? Dr. Says no...

Hello everyone, I had a PLIF at l5 l5 in May of 2017. It was definitely successful as my pain alleviated greatly and I no longer needed pain meds! Now I've been experiencing pain again that keeps getting worse. I saw my surgeon again and he's ordering a CT to find out what's going on. But when I asked if he would do another fusion (we know its l5 s1 because I already had degeneration 2 years ago), and he said he wants to avoid a second fusion because it could impact the higher levels. But what about my pain? Has anyone had a successful second fusion? Should I get a second opinion or is he right?? Any insight would be appreciated! Thank you!!
