What type of surgery for bone spurs and L 3-4 herniation?

I have degenerative disc disease and severe narrowing and bone spurs at l 3-4. It is herniated,too. L2-3 is moderately narrowed and has bone spurs. Can a doctor perform a minimally invasive discectomy and clean off the spurs? Or Do i have to have a laminectomy to fix all this? I will find out neurosurgeon's recommendation next week, but I really want input from you all. Also, how do docs determine surgery is definitely necessary to stop permanent nerve damage? Can't nerves regenerate themselves?
